Rafael Muente Schwarz resumed his duties as executive president of Osiptel

Following the ruling in favor of the second and final administrative instance of the National Civil Service Authority (Servir), after four months, Rafael Muente Schwarz resumed his duties as executive president of the Private Investment Supervisory Agency in Telecommunications (OSIPTEL).

By means of a resolution, the Civil Service Tribunal declared null and void the temporary suspension of his functions imposed by the Presidency of the Council of Ministers (PCM) through a disciplinary procedure.

Muente Schwarz assumed the presidency of OSIPTEL in 2017 as a result of the public competition held by the PCM. In 2022 he was re-elected for a second term at the head of the regulator.

He has extensive experience in the public and private sectors, highlighting his experience in regulation, telecommunications and corporate law. In the private sector, he has held positions as Legal and Corporate Affairs Manager for consumer goods and telecommunications companies.

In the public sector, he has held key positions such as head of the National Office of Electronic Government and Information Technology of the PCM, head of Legal Counsel of Proinversión and vice president of the Board of Directors of the Supervisory Body for Investment in Public Use Transport Infrastructure (Ositrán), among others.

He has also been a member of the OSIPTEL Collegiate Bodies, resolving disputes in the telecommunications sector. Muente is also a professor at the Pontifical Catholic University of Peru (PUCP).
