Regulation roundup: Spectrum, artificial intelligence, quality of service and more

Honduran telecom regulator Conatel opened a tender to acquire a technological system for electromagnetic field measurement equipment, as well as control and monitoring of sites benefiting from the watchdog's connectivity programs.

The tender is structured in three lots. The first for the site control and monitoring system, the second for the computer equipment for hosting and operation of the network monitoring and security system and a third lot for the purchase of three sets of electromagnetic field measurement equipment.

ARTIFICIAL INTELLIGENCE

Ecuador’s telecommunications ministry Mintel selected the six people who will sit on an artificial intelligence committee. The group will have representatives from universities, companies and civil society.

The process received a total of 66 applications – nine from private universities, 14 from private companies and 41 from civil society. The committee was formed taking into account gender parity, professional and academic training and work experience of the applicants, among other factors.

Those selected are Nelly Patricia Acosta Vargas and Andrés Sebastián Quevedo Sacoto from the universities; Pablo Andrés Medina Cáceres and Diego Bassante from the business sector; and Eduardo Javier Bejar Feijoo and Mayra Eugenia Armijos Cabrera from civil society.

DIGITAL AGENDA

Paraguay’s ICT ministry Mitic opened a call to participate in the committee to select initiatives that will be awarded as part of the digital agenda.

The committee will be made up of two representatives of Mitic, a sector expert and two representatives of the private sector. The call is open until August 22 and more information can be found at this link.

QUALITY

Chilean regulator Subtel modified the quality of service regulations for wireless networks with the objective that the independent technical body that will be created to carry out quality measurements can also carry out measurements of the network neutrality regulations. Currently, it is the operators themselves who are in charge of measuring the regulations related to network neutrality.

SPECTRUM RIGHTS

Subtel reduced the fees for the use of UHF radio spectrum for television broadcasting starting in 2024 and until 2026.

The modification of the regulation also excludes certain satellite services, such as satellite global geographic positioning terminal devices, cellular mobile terminals that operate in the networks of terrestrial concessionaires and IoT devices, from being considered as other satellite services.

CONSULTANCY

Ecuador will allocate US$15,000 to hire consulting services for the creation of a digital transformation observatory with the objective of monitoring, analyzing and disseminating information on the adoption of digital transformation in the country and local technology companies.

The call was made by the innovation and technology chamber Citec, the digital transformation cluster of Guayaquil and Épico Gye.
