Rio Grande do Sul announces winner of prison PPP

Soluções Serviços Terceirizados won a 149mn-real (US$30mn) public-private partnership to build and maintain a prison in Erechim, in Brazil’s Rio Grande do Sul state. 

The company was the sole bidder for the state’s first public security PPP

The facility will be built on a 10.4ha site, comprise two modules of 26,000m2 each and house 1,200 inmates. Personnel will be contracted by the state.

Construction should take up to 24 months and the concession was structured with the support of development bank BNDES.

“The government of Rio Grande do Sul invested in this innovative model, which is aligned with the public interest. A symbolic PPP for the country, as it seeks to solve a historical problem. A tool that, if well-used, will help Brazil combat the deficit of vacancies in the prison system and help the resocialization of prisoners,” BNDES’ project structuring head Luciene Machado said in a statement.
