Roundup: Enee thermo purchase, JPS probe, Olmos project, IDB

Honduras' cabinet approved a decree authorizing state power company Enee to purchase up to 50MW of temporary diesel-fired generation in light of the country's electricity supply crunch. The government also authorized Enee to purchase 50-100MW from dual technology plants, which will take roughly 14 months to install and replace the 50MW of temporary production, the presidential website reported. *** Jamaica's Office of Utilities Regulation announced the report on the probe into billing and metering issues of power utility JPS will be presented October 21 instead of October 7. *** The Olmos multipurpose hydro project PEOT said work on the water transport component has resumed with 678m of the 19.3km water tunnel left to be completed. The tunnel will move water from the Limón dam completed earlier. The project also envisions a 50MW power component, which will cost US$60mn-80mn. *** And IDB approved a US$40mn loan to help Ecuador's national pre-investment institute INP reduce the rate of project incompletion and delays, including the power and oil and gas sectors. The financing aims to reduce the percentage of civil engineering projects that are delayed in their execution to 26% by 2014 from the current 43%, and to raise the percentage of projects with pre-investment studies to 38% from 31%.
