Roundup: IDEAL rating, proposals call, WAPA solar, JPS, CDM request

Moody's assigned a Aa2.mx rating to each of Mexican group Impulsora del Desarrollo y el Empleo en América Latina's ( IDEAL) two proposed debt issues for a total of up to 4.5bn pesos (US$333mn). The outlook is stable. IDEAL, whose project portfolio includes hydro concessions Baitún (85.9MW) and Bajo de Mina (56.8MW), plans to use proceeds for new projects and general corporate purposes. The ratings report is available here *** The Caribbean Export Development Agency issued a call for proposals - including alternative energy - under the 10th European Development Fund regional private sector development program. Additional information is available here *** The US Virgin Islands Water and Power Authority (WAPA) announced it now expects a shortlist for an RFP from IPPs for up to 10MW solar to be ready in December instead of by October 25. The timetable was pushed back because there were more qualified respondents than expected, the utility said in a statement. *** Jamaica's Office of Utilities Regulation ( OUR) announced it did not find any evidence to suggest or substantiate any claim that the electronic meters being installed by utility JPS are inaccurate or faulty. OUR's report is available here *** And international certification firm Icontec filed a CDM request with the UN Framework Convention on Climate Change for Colombian company Servigenerales' Montería landfill gas collection and flaring project, which could offset an estimated 39,723t/y of CO2 emissions. At a later stage, the gas could be used to generate power.
