Data security penalty

US telecoms regulator FCC and Liberty Latin America agreed a US$100,000 penalty related to the company's failure to report a data security breach on time.

The agreement covers Liberty's subsidiaries in Puerto Rico and the Virgin Islands.

Liberty Latin America bought a company in 2020 and found out in 2023 that the acquired firm's user data had been breached during the migration process.

Liberty argued that it was not the owner of the data when the breach took place and submitted related information too late.

Argentina ICT changes

After the former chief of staff of regulator Enacom, Darío Genua, was sworn in as the head of the innovation, science and technology department, more sector changes are on the horizon.

The department may be divided into a telecoms and innovation area and another one for science and technology.

News outlet TN reported that the department, could come entirely under the purview of the economy ministry and focus solely on telecoms. Currently, it is overseen by the chief of staff.

The telecoms department, meanwhile, is overseeing areas covering IT, science, contracting and innovation, plus Enacom and space authority Conae.

Public consultation

Peru's regulator Osiptel opened a public consultation to modify the way compensation for interruption of mobile, pay TV and fixed telephony services is determined.

The consultation is based on a need to modernize the rule, which has been in force for over two decades.

Interested parties may send responses to the early consultation via gestion-dprc@osiptel.gob.pe through July 30. Details are available here.

Connectivity

Colombia's ICT ministry invited operators with fewer than 30,000 users to comment on a draft call for a development 2.0 program, aimed at connecting 84,050 low-income households with fixed broadband.

The terms of reference, annex and other draft documents are available here, in Spanish, and the deadline is June 20.

Spectrum control

Colombian spectrum agency ANE adopted a new model for monitoring and inspecting radio spectrum.

The model involves a first phase of self-management of the entities that are being monitored. The entities will be subject to a general and periodic information requirement to measure technical parameters and control spectrum use.

The model also involves a second phase that includes the creation of an improvement plan when the use of unauthorized spectrum is detected and a verification phase.

Digital agenda

Ecuador's telecoms ministry held the third working group debate on the digital agenda with the participation of the public and private sectors and civil society.

More roundtables will be held throughout Ecuador with the objective of building a consolidated agenda.

The policy seeks to close digital gaps and strengthen governance, e-government and the knowledge economy.

Agreement

Mexican regulator IFT and the research center for digital transformation signed a collaboration agreement with the objective of generating synergies in favor of connectivity, digital literacy and projects focused on infrastructure development.

As part of the agreement, the construction of a digital infrastructure index is planned that will seek to monitor the state of infrastructure, starting with transport and access network elements but also including datacenters, cloud computing services, IoT and supercomputers.
