Coverage

Peru's transportation and communications ministry is evaluating a new mechanism for the allocation of 5G spectrum bands that contemplates assignment in exchange for coverage in localities that do not have 4G.

The comment was made by communications deputy minister Carla Sosa during a forum in Andorra.

In June, investment promotion agency ProInversión began searching for a consultancy to structure the 5G tender. At that time, the agency estimated that the tender could raise up to US$845 million, considering reference amounts of US$759mn for the 3.5GHz and US$85.8mn for the 26GHz band.

Technological Promotion

Brazil's President Luiz Inácio Lula da Silva signed the decree to create an initiative for high-impact technological projects.

The decree will help identify and prioritize technological challenges that demand large volumes of investment in research, development and innovation.

Among the objectives are actions aimed at stimulating science, technology and innovation, expand cooperation between companies and scientific and technological institutions, encourage project development and promote industrial production and the creation of technological poles.

Monitoring

As part of a transparency project, regulator Anatel published information on authorizations for the provision of mobile services, with licensing data for base stations and radio frequency bands.

It also added a panel with information on municipalities that have updated their legal frameworks based on the antenna law and municipalities that may license base stations for personal mobile service in the 3.5GHz band.

Update

Colombian IT regulator CRC will review the conditions established in the technical regulations for internal telecoms networks (Ritel) from 2016 to determine if updates are necessary in light of innovations in the construction sector and technological developments.

Ritel regulates telecoms services inside buildings and housing complexes. The document includes technical requirements for civil works and specifications for cables, connectors and network devices, as well as security and fire protection requirements.

Public Consultation

CRC published for public consultation a problem formulation document as part of the review of fixed network remuneration arrangements.

The document contains a quantitative and qualitative analysis of the elements to define both the causes and consequences associated with fixed network remunerations, as well as alternative solutions.

Comments may be submitted through July 30 via remuneracionredesfijas@crcom.gov.co and details are available here.

Efficiency

Ecuadoran regulator Arcotel improved the procedures to reduce the time for administrative processes authorizing the transfer of telecoms licences after companies merged and the termination of licenses after the holder deceases.

The actions are expected to improve response capacity, product quality, reduce user interaction and strengthen electronic notifications.
