Roundup: Telecoms infra security, number portability reform, cooperation agreements

Security

The Dominican Republic's IT regulator Indotel backed a US proposal to protect submarine data infrastructure.

The joint statement, presented in September and known as the New York Principles, is also supported by Australia, Canada, the EU and Japan, among others.

“This statement highlights the importance of adopting policies that promote efficient, robust and secure submarine cable infrastructures, facilitating international communication and supporting global digital and economic growth,” Indotel head Guido Gómez Mazara said in a statement.

Portability

Chile's transport and communications ministry has reformed portability regulations.

It abolished the concepts of national long distance and primary zones.

The new regulation also eliminates the concept of overdue bill to reduce late payments. At the time of requesting portability, applicants must have paid any outstanding balances.

An activation code for portability was also incorporated into the transfer of postpaid mobile services and the cancellation of transfers in cases where the subscriber has been technically or commercially harmed.

Mobile phones

Peru's interior ministry, the foreign ministry, regulator Osiptel, identity registry Reniec and the immigration authority will begin validating data of over 42mn active mobile lines in order to combat the illegal trade of devices and extortion.

The identity of the seller or natural person directly involved in the contracting of mobile lines will also be validated for the first time.

Spectrum

Colombia's ICT ministry has approved spectrum usage permits for a transport company and an embassy.

The concession is part of the objective selection process for the allocation of authorizations for use of the SHF, HF, VHF and UHF bands.

Agreements

Uruguayan regulator Ursec, Chile's Subtel and Indotel signed cooperation agreements.

The agreements are part of a digital alliance between the EU and Latin America and the Caribbean.

Meanwhile, Peru's deputy communications minister Carla Sosa and her South Korean counterpart, Yoo Sang-im, met as part of talks on a bilateral MOU within the framework of APEC Perú 2024. They also discussed cooperation to conduct studies, improve rural connectivity and promote emerging technologies.

Certification

Icontec Perú granted Osiptel ISO 9001:2015 quality management system certification.

Osiptel also has ISO 37001:2016 anti-bribery management system certification and complies with the ISO/IEC 27001:2022 information security standard.
