Roundup: Telecoms infra, spectrum use, regulations update, digital identity and more

Telecoms Infrastructure

Mexican regulator IFT has published a telecoms infrastructure guide to help state and municipal authorities spur deployment.

The guide identifies regulatory barriers that hinder infrastructure development and proposes concrete actions authorities can implement.

The complete guide is available here.

Compliance

The IFT received a 100% rating from INAI, a body comprising 14 public institutions from 14 countries on four continents, for excellent handling of transparency and personal data protection.

Spectrum

Colombia's spectrum agency ANE proposes using the 6GHz band for free-use outdoor wireless access systems. So far, the spectrum has been only available for indoor and low-power use, but ANE wants to allow very low power and standard power applications to use it.

The regulation would benefit IoT devices and fixed wireless access in rural areas, and point-to-point and point-to-multipoint links.

The study and draft resolution are available here. ANE will receive comments through October 9.

Simplification

Regulator CRC has extended the deadline to submit comments on a draft for simplifying regulations until October 1.

CRC wants to identify obsolete standards and keep the framework updated to encourage business, competition and investment.

Details can be seen here.

Capacity Expansion

Argentine regulator Enacom has expanded the capacity of the 7GHz, 8GHz, 15GHz, 18GHz, 23GHz, 38GHz, 70GHz and 80GHz spectrum bands for digital multichannel systems.

The expansion allows for compliance with recommendations of the International Telecommunication Union and aimed at taking advantage of a market for equipment that increases efficiency and capacity in signal transmission.

Digital Identity

Renaper, Argentina's identity registry, will provide validation services to operators Claro, Movistar and Personal.

Under an agreement signed by the agency, operators and Enacom, Renaper will provide companies with personal ID number validation, and fingerprint and facial image verification to confirm ownership of telephone lines.

Tablet Program

Enacom eliminated a program under which it distributed tablets to retirees. Devices that have not been distributed will be allocated to other government programs.

According to Enacom, 378,000 tablets were purchased and 297,509 delivered under the program.

Digital Government

Costa Rica published a regulatory decree that establishes digital government agency ANGD to lead the digital transformation of public administration.

Currently, the ICT ministry is hiring staff to fill the agency's 12 positions.
