The Ministry of Public Works and Communications ( MOPC ) issued the order to begin paving works on route PY15, specifically the third section of the Bioceanic Corridor. This road project, which will connect Mariscal Estigarribia with Pozo Hondo, marks a significant milestone in the transportation infrastructure of the country and the region.

Following approval of the executive design by the financing agency, the Financial Fund for the Development of the Cuenca del Plata ( Fonplata ), the companies were notified with the physical start order for the execution of the construction works.

The strong stage of the work begins

In this regard, engineer René Peralbo, director of Roads at the MOPC, explained: “The start order marks the end of the design stage and its approval. Now the work begins in sections, although previous activities such as cleaning, clearing and clearing of the domain strip, socialization, public hearings and environmental operation had already begun. This is the main stage of the work, which includes the embankment foundation and everything after that. In addition, in September the contractors will be paid the 10% advance payment.”

The contract has a total duration of 10 and a half years, divided into three stages: the already completed design stage of 6 months, the construction stage of 2 years, and the maintenance period of 8 years.

The initiative involves the asphalt paving of approximately 224 kilometers of roads, which are divided into four lots awarded to different consortia and companies. Of these, 220 kilometers correspond to the main corridor, while the rest is intended for road improvements in Mariscal Estigarribia and Pozo Hondo, including access roads, urban crossings and collector roads.

Economic and strategic impact

With the start of the main works, a significant “spillover effect” is expected in the area, generating direct and indirect jobs and boosting trade and services. It is estimated that the execution of this route will generate around 1,000 direct jobs in the 4 lots awarded, indirectly benefiting more than 225,000 compatriots.

This project has a regional strategic value as it connects the ports of Santos (Brazil) with those of Iquique, Mejillones and Antofagasta (Chile). The total corridor covers more than 8,000 km, of which approximately 600 km are on Paraguayan soil.

Those responsible for the third section

Lot 1 is in charge of the Pacific Consortium , made up of the firms Enrique Díaz Benza Cano and Vial Agro SRL, with an investment of G. 485,505,296,685. Lot 2 is executed by the Chaqueño del Norte Consortium , made up of LT SA, Constructora Heisecke SA and Benito Roggio e Hijos SA, for an amount of G. 589,273,467,223. Lot 3 is built by CDD Construcciones SA, for an amount of G. 464,527,263,350. Finally, lot 4 is the responsibility of the TCR Consortium ( Engineering of Topography and Roads SA – Constructora Isacio Vallejos SA – Rovella Carranza SA Branch of Paraguay ), for G. 669,514,081,080.
