Six companies submitted bids for the construction of the Ecuador-Peru 500 kV Electrical Interconnection

Six companies submitted their offers within the International Public Tender process for Goods and Works of the Ecuador – Peru Electric Interconnection Project, at 500 thousand volts, Ecuadorian section. Its opening took place this Monday, December 23, with the presence of the Vice Minister of Electricity, Fabián Calero Freire, the general manager of the Electric Corporation of Ecuador – CELEC EP, Gustavo Sánchez; the manager of the Transelectric Business Unit, Raúl Villafuerte, delegates of the bidding firms and the evaluation committee.

The six bids received correspond to the following companies: Xian Electric Engineering Co. Ltda., Shanghai Electric Power Transmission & Distribution Engineering Co. Ltd., Hei-Hengtong Joint Venture (Harbin Electric International Co. Ltd.), Kalpataru Projects International Limited and Consortium of JSPDI and JEPCC1.

Vice Minister Calero said that the international call allowed the most important companies in the world to present their best offers and thus the country can benefit from a great project, which will mark a before and after in terms of electrical interconnections.

For his part, the general manager of CELCE EP, Gustavo Sánchez, highlighted the support of the President of the Republic, Daniel Noboa, and the Ministry of Energy and Mines, which allowed the financing of international organizations to be secured for the development of the works, which allowed the immediate launch of tenders for the contracting of civil works, as well as the provision of materials, equipment, electromechanical assembly, testing and commissioning.

The project crosses three provinces

This project, which is being carried out by CELEC EP Transelectric Business Unit, will cross the provinces of Guayas, El Oro and part of Azuay. Its implementation will comprehensively benefit Ecuador and Peru, as it will contribute to greater security of electricity supply. The international tender was carried out in two lots:

Lot 1: Pasaje 500/230 kV substation and expansion of Chorrillos 500 kV substation.

  • Reference value: USD 80,028,305.45, without VAT.
  • The execution period, including commissioning tests, will be 800 calendar days.

Lot 2: Chorrillos – 500 kV Passage transmission line, 500 kV passage – border transmission line and sectioning of the Minas San Francisco – San Idelfonso 230 kV transmission line.

  • Reference value: USD 184,003,390.90, without VAT.
  • The total execution period, including commissioning tests, will be 800 calendar days.

After the opening of the bids, the evaluation stage begins. According to the schedule, the award of contracts will take place in the second quarter of 2025.

With an investment of USD 289 million, this project will optimize the use of energy resources by taking advantage of surpluses during periods of higher production and accessing cheaper energy during times of internal deficit, thus generating economic benefits for the Ecuadorian electricity sector. It will also allow the displacement of thermal generation produced with subsidized fuels.
