
Snapshot: Brazil's new energy regulatory agenda

Brazil's mines and energy ministry (MME) has unveiled its 2025-27 regulatory agenda, addressing key areas such as energy security, renewable energy transition and decarbonization.
Priorities include defining guidelines for natural gas imports, exports and fuel supply contingency plans, a key point given the country's increasing reliance on thermoelectric generation due to frequent droughts affecting its hydroelectric system.
In the biofuels sector, the agenda outlines the need to regulate the fuel of the future law, which includes increasing ethanol and biodiesel blends in fossil fuels to up to 35% and 25%, respectively. Additionally, the implementation of the national sustainable aviation fuel program (ProBioQAV) is a key goal, with incentives for sustainable aviation fuel production.
Another focus is the regulation of the natural gas decarbonization program and the establishment of guidelines for carbon capture, utilization and storage, which has been defined as a research and development priority by the government and regulator ANP.
In the electric power sector, Brazil will revise the physical guarantee rules for wind, solar and hydroelectric plants to improve predictability and efficiency in power generation. With the rapid growth of intermittent and distributed generation, issues like curtailment and flow inversions, and mandatory generation cuts for hydro plants, have become urgent.
Additionally, the agenda mentions new exploration blocks in ANP's open acreage program and measures to reduce greenhouse gas emissions related to E&P activities.
