Study to address cost performance of Costa Rican fuel firm Recope

Costa Rica’s state-run fuel company Recope has launched bidding to conduct a benchmarking study of costs and how to address shortfalls.
The tender requirement is part of actions to quantity the performance of Recope as outlined in its 2020-2030 strategic plan, which is under review by the 2022-26 administration.
The work aims to establish a program to improve performance in line with best practices related to hydrocarbon pipelines and terminals.
Participants must demonstrate experience of having drafted at least five such studies in the last 10 years.
Offers for the 330-day contract are due by August 1, according to procurement information available here using ID number 2022LA-000007-0016700102 (place in “Número de procedimiento” box).
As part of Recope’s announcement last month that its shuttered refinery will be dismantled, the state operator said it is in a restructuring process to improve its competitiveness.
