As part of the regulatory improvement measures aimed at simplifying various resolutions issued by the Sutel Council, from the perspective of the implementation of the Regulation on the End User Protection Regime (RPUF) and the reform of the National Attribution Plan of Frequencies (PNAF), the General Directorate of Quality, carried out a set of actions to establish a clear, precise and updated regulation, as well as to simplify it, ensuring efficiency in its operation, updating and better services for users.
The objective is that both end users of telecommunications services and the operators/suppliers that market them are certain of the regulations that are in force; under the principle of legal certainty.
To give an example, on the topic of Additional Rate Information Services and IPTV, there was a “general regulatory instruction for operators/providers of telecommunications services that participate in the provision of additional rate information services” , regarding This, a total revocation was made and a resolution was issued that says “Establishment of the maximum consumption limit in the provision of additional pricing information services ”, published in Scope N°196 to La Gaceta N°185 of October 9 of 2023.
Below is the number of resolutions analyzed, those that were revoked, those that were updated and those that were maintained as a result of the entry into force of the RPUF and the new PNAF:
Resolutions Analyzed | Revoked Resolutions | Updated Resolutions | Resolutions that were maintained |
68 | 43 | 8 | 17 |
Of the total resolutions related to the protection of the rights of end users of telecommunications and associated with the regulation of the radio spectrum, around 63% simplification of existing regulations and 12% updated regulations were obtained, all of this aligned with regulatory improvement.
