
Telecom sector collected R$4.1 billion for sector funds in 2024

Brasília, 04/14/25 – For the first time since its creation, the value of connectivity projects approved within the Fust (Universalization Fund for Telecommunications Services) exceeded what was raised for the fund during the year. According to a survey by Conexis Brasil Digital, an entity that represents the largest operators in the country, in 2024 the Fust raised R$1.19 billion. Throughout the same year, R$1.29 billion in resources from the fund were authorized for connectivity expansion projects, whether in reimbursable, non-reimbursable resources or as tax benefits.
In 2024, telecommunications service providers collected R$4.1 billion for the five sector funds in 2024. In addition to Fust, companies also collect resources for Fistel, Condecine, Funttel and CFRP. Since 2001, R$260.9 billion has been collected (value updated by the IPCA), of which more than 90% was not used in the telecommunications sector.
Fust
In 2024, the sector collected R$1.19 billion for the Fust. Throughout the year, connectivity projects totaling R$1.29 billion were authorized. R$722 million were in the reimbursable modality; R$57 million in the non-reimbursable modality; and R$512 million in tax benefits.
The fund was created in 2000, but until 2023 none of the resources had been used to expand connectivity. In 2020, the change in the Fust law allowed its use, but it was only in 2023 that the first resources were applied: R$220 million (21% of the amount raised for the Fust that year).
With the advances made by Fust, the telecom sector has already advocated opening a dialogue to extend the tax benefit, which will expire in 2026. “Using this option, operators implement connectivity expansion projects instead of paying directly to Fust. This is an important tool for digital inclusion and reducing social inequalities,” said Marcos Ferrari, CEO of Conexis Brasil Digital.
