The Board of Directors of the Electric Corporation of Ecuador – CELEC EP, chaired by the Minister of Energy and Mines, Antonio Goncalves; and made up of the national secretary of Planning, Sariha Moya, and the delegate of the President of the Republic, Michelle Sensi Contugi, approved the regulations that will allow this Strategic Public Company to associate with private capital for the construction of new electrical energy generation projects , as established by the Public Companies Law (LOEP).

Its approval and implementation is one of the actions proposed by the National Government, through the Ministry of Energy and Mines and CELEC EP, to face the electricity crisis, since it will allow the attraction of private resources for the development of new energy projects. generation, which cannot be developed due to lack of fiscal resources.

The document establishes the rules to execute projects through associative capacity (strategic alliances, consortia or mixed economy companies), to meet business purposes and objectives; and to expand activities, access advanced technologies and achieve productivity and efficiency goals.

The scope of application of the regulation is natural or legal persons, public and private, national or international that may associate with CELEC EP. They do not constitute a delegation for the provision of public service, as this is governed by the sectoral law or Public-Private Partnerships law.

Once the regulations were approved, until the end of August 2024 the formation of the Associative Processes Commission and the development of the technical guides will proceed.

Between September and October, the selection of projects will be carried out through strategic alliances, as well as the preparation of the terms of reference and bidding rules.

Between November and January 2025, the bidding process will take place to select the strategic partner, while between February and March the bidding process and signing of the strategic alliance contract will take place. Finally, between April and May 2025, the administration and execution of the contract will begin.
