The EPA makes an investment of $52 million for improvements in sanitary water infrastructure in Puerto Rico

SAN JUAN - The United States Environmental Protection Agency (EPA) is providing Puerto Rico with more than $52 million for clean water projects throughout the island, of which almost $30 million is funding through the Bipartisan Infrastructure Act. Puerto Rico's Clean Water State Revolving Fund (CWSRF) provides interest-free or low-interest financing for wastewater and sewer infrastructure projects to municipalities. A wide variety of projects are eligible for funding, including the construction or restoration of sewers, wastewater treatment facilities and pipelines, stormwater runoff projects, and habitat restoration and protection.

“EPA is investing in communities across Puerto Rico by supporting modern, stronger and more resilient infrastructure, which also creates local jobs,” said EPA Regional Administrator Lisa F. García. “EPA’s investment in Puerto Rico’s water infrastructure means less pollution and cleaner water throughout the island.”

Through the CWSRF program, EPA awards grants to all 50 states plus Puerto Rico for a wide range of water quality infrastructure projects, including municipal wastewater facilities, non-point source pollution control, decentralized treatment systems of wastewater, stormwater runoff mitigation, green infrastructure, estuary protection and water reuse.

CWSRF's 51 programs serve as environmental infrastructure banks by offering low- or no-interest loans for wastewater infrastructure projects. As money is returned to the state's revolving loan fund, the state makes new loans to other recipients for high-priority water infrastructure projects. The CWSRF can offer a variety of assistance, including loans, debt purchase or refinancing, and provision of loan guarantees.
