The IFT modifies and approves the framework agreements for interconnection of the preponderant economic agent in telecommunications matters

The Plenary Session of the Federal Telecommunications Institute (IFT) approved, at its XXIV ordinary session, the resolutions by which it modifies and approves the Preponderant Economic Agent (AEP) the terms and conditions of the respective Interconnection Framework Agreements presented by Radiomóvil Dipsa, SA de CV (Telcel), by Teléfonos de México, SAB de CV, and Teléfonos del Noroeste, SA de CV, applicable from January 1 to December 31, 2025.
The Interconnection Framework Agreement represents the reference scheme that must be considered for the interconnection between the fixed and/or mobile network of the AEP, as well as the public telecommunications networks of the other concessionaires in Mexico, thus establishing the minimum parameters, in technical, economic and legal terms, to agree on the agreements without incurring in lengthy negotiations to define said characteristics.
The approval of the agreements will allow public telecommunications network concessionaires to request interconnection services from the AEP in the period from 2025, clarifying the manner in which they should be provided, the technical characteristics that interested parties should consider in their networks, interconnection diagrams and capacity and quality requirements for the provision of services; the economic conditions for pricing, the mechanisms for accounting and reconciliation, forms and terms of payment, penalties and guarantees, as well as the rights and obligations that ensure the continuity of the provision of services.
By issuing resolutions approving the agreements, the Institute facilitates compliance with the obligation, established in article 125 of the Federal Telecommunications and Broadcasting Law (LFTyR), of the concessionaires that operate public telecommunications networks to interconnect their networks with those of other concessionaires, and also verifies compliance with the specific measures applicable to the Preponderant Economic Agent, regarding the submission for authorization of the proposals for the Interconnection Framework Agreement.
