Three groups after Paraguay power dispatch project
Paraguay’s state power company Ande received three proposals in the international call to overhaul the Acaray substation.
The bidders were Consorcio Electro Este (Benito Roggio e Hijos-Concret Mix), Rieder & Cía, and Tecnoedil Constructora, with offers of US$16.0mn (115bn guaranies), US$14.9mn (85.6bn guaranies) and US$17.5mn (59.8bn guaranies).
Ande budgeted US$25mn for the 30-month project, which includes the complete replacement of capacity equipment, and the modernization of the measurement, protection, control and automation system.
The 220/66/23/0.38kV substation is part of the Este transmission system and includes a 138kV yard that is out of service for the sale of electricity to Brazil.
IDB will help finance the work, which is part of Ande’s program to revamp the 200MW Acaray hydro plant.
Meanwhile, Ande selected Consorcio Binacional Yguazú (ESIN Consultora-Electroconsult del Paraguay-Ingenieros Consultores de Estudios y Proyectos-Ingeneg) to oversee the 500kV, US$100mn Yguazú-Valenzuela project.
Consorcio won with a bid of US$4.66mn. The budget was US$6.53mn.
The company also has procurement underway to carry out work in the west of the country and for phase two of a project to strengthen dispatch in capital Asunción’s metropolitan system, as well a process to supervise the latter.
Paraguay has been experiencing record electricity consumption amid high temperatures as well as demand growth.
Weather-related events, such as storms and strong winds, also pose an ongoing challenge to dispatch infrastructure.
In recent days, Ande put into operation a US$15.8mn expansion and modernization of the 200kV Caaguazú substation that will benefit over 60,000 families.
