Uruguay’s transport and public works ministry (MTOP) has no plans to tweak its public-private partnership model in the short term, more than 18 months after the country decided to ditch the mechanism for new road projects.
“Modifying the legal framework for public-private partnership contracts is not under consideration at the current time,” Graciela Soler, head of MTOP’s secretariat, told BNamericas.
Although there are five road PPPs under construction, and two more have their contracts signed and are waiting to start works, the government decided to replace PPPs with the CREMA (construction, rehabilitation and maintenance) contract model for new projects, citing long delays in tenders.
However, Uruguay is also carrying out a US$785mn PPP to build a 273km freight rail line between Montevideo and Paso de los Toros in Tacuarembó department.
Last week, Soler also said that private investors were welcome to present proposals for other rail PPPs.
