Description: The Project submitted for evaluation includes the construction and operation of a Photovoltaic Plant [1], consisting of 27,216 photovoltaic panels of 395 Wp each; which together will have a nominal generation power of 9 MW [2] that will be injected into the National Electric System (SEN). The photovoltaic panels will be arranged on monofila follower structures to an EO axis (mobile) and will have self-powered motors, allowing efficient use of solar energy. The Plant surface is equivalent to 25.39 hectares, to which the implementation of a Medium Voltage Evacuation Line (23 kV) is added, which will have an approximate length of 8467.62 meters and an approximate surface [3] of 6.77 hectares, in addition to an access road that will have an approximate length of 566.52 [4] meters and an approximate area of 0.34 hectares, which gives rise to a total area of project occupation equivalent to 32 , 50 hectares [5]. The conversion of direct current to alternating current will be carried out by means of inverters, while the increase of low voltage to medium voltage will be done through the use of transformer equipment. The energy produced, converted and transformed, will be conducted and injected into the SEN through a Medium Voltage Evacuation Line (23 kV) that will have an approximate length of 8467.62 kilometers, which will be connected directly to the “White Mantle Substation of 23 kV ”, in accordance with the provisions of the Technical Standard for Connection and Operation of Small Distributed Generation Means (PMGD) [6] in Medium Voltage installations. For more detail, regarding the location of the electrical connection point and the projected evacuation line, see Section 1.5 on Project Location. In accordance with the above, the projected Photovoltaic Plant has the following general technical characteristics: Table 1-4. Technical Characteristics of the Project. In addition to the solar panels and their connection elements, the Project will require permanent buildings necessary for the operation of the Plant, understood by these: one (1) medium voltage power line, two (2) electrical rooms, two (2) material warehouses, (1) RESPEL winery, four (4) drinking water tanks with a capacity of 5 m3 each, one (1) septic tank with infiltration system, one (1) perimeter fence, one (1) internal road and one (1) access road. It should be noted that the operation and surveillance of the Plant will be carried out remotely and in real time, with one (1) Video Surveillance System in Plant. In addition to the above, the Project will require temporary works to support the Construction Phase, understood by these one (1) Site Installation (IF) consisting of chemical toilets, dining room, offices, temporary storage area for household waste, Mixing truck canoe washing area, among other facilities. The Construction Phase of the Project will have a duration of six [6] months and will require an average endowment of 60 workers / month and a maximum endowment of 68 workers / month, while the Operation Phase will have a duration of 30 years and one average staffing of three (3) workers / month and a maximum of five (5) workers / month.
